Argentina - September 30, 2020
With the social deal among the government, the employers and the union bureaucracy, they have imposed layoffs and labor flexibility and left millions of unemployed to their fate. Thus they seek to guarantee both the business of the capitalists and the repayment of the fraudulent debt ...
Down with Fernández's social deal
of hunger and repression!
Let the National Assembly of Employed and
Unemployed Workers return!
OUT WITH THE UNION BUREAUCRACY!
Fernández came to complete Macri's "pending tasks". If under the previous government the Wall Street bankers and the large capitalist groups in Argentina stole between US $ 150/200 billion, Fernández now guarantees that the credits with which Macri financed the theft of the nation's wealth are repaid. For this, Fernandez has the recognition and support of the IMF and the White House.
But that is not all. Supported by a social deal with the union bureaucracy, the Fernandezes used the pandemic to impose the labor flexibility that those at the top were looking for so much with Macri.
Through a social deal, devaluations and repression, the Fernandezes have guaranteed the great bosses cheap, flexible workers, without rights or conquests. The scabs of the union bureaucracy handed over wages and contracts and signed layoffs and suspensions! Traitors!
Due to the unending devaluation/inflation, a salary of $ 30,000 that in October 2019 was equal to US $ 470 today represents US $ 215, of which the State subsidizes the employer by paying 50% of it with the ATP (Emergency Assistance to Work and Production).
At the peak of infections and deaths from Covid within the labor movement, factories already manufacture with fewer workers (due to suspensions and infections), more cheaply, in workdays that exceed 12 and 14 hours (e.g., the Rocca family Corporation put mattresses in Siderar Steelworks in the best "hot bed" style, with the complicity of union bureaucrats Brunelli and Caló from the UOM -Metalworkers Union), while the union and piquetera bureaucracy has left 4 million unemployed at the mercy of state alms. Thousands of families evicted for not being able to pay their rent have occupied a plot to build a shack to live in, as in Guernica, Buenos Aires Province.
This is what the “post-pandemic” is all about: that workers produce flexibly, with devalued wages and hellish production rates as in the maquiladoras in northern Mexico, in Vietnam or Bangladesh, in a sea of unemployed, to repay the debts to IMF and Wall Street. In this, all the gangs of capital agree!
The government and the “anti labor opposition”: two ends of the same rope in the hands of the owners of the country, the “Group of 6”, the IMF and Wall Street, to strangle the labor movement
Now that they have workers subjected and straitjacketed by the bureaucracy, those at the top are discussing how to reconstitute their businesses in an Argentina strangled by Wall Street and sunk by the global crash.
This increasingly harsh discussion has opened a political crisis in Argentina. The business blanket no longer covers all the capitalist gangs; thus, the imperialist oligarchy and cereal companies on one side, and on the other, the large Mercosur transnationals, the automotives, the large steel industry, the bosses of the national industry, etc., are arguing over who will win and who will lose in the “post-pandemic” time.
The oligarchy together with the bosses' opposition mobilize a sector of the middle classes against the workers shouting "enough of subsidies and social plans for the lower class, enough of quarantine", while the government guarantees the social deal, by shooting, with the murderous police that killed Facundo Castro and the semi-fascist gangs of the gunman union bureaucracy, with jail and repression for the workers, such as with GM worker delegate Sebastián Romero or the dockers.
They know that putting workers to work under maquiladora conditions does not come peacefully: on the one hand, they have to face tough worker resistance struggles such as the strike in the port of Buenos Aires and the takeover of land for housing; on the other, they have to resort to repression, either by the actions of the bands of the union bureaucracy or the involvement of the police in supressing the workers in struggle, and to mobilizations of the anti-labor middle classes. The class war that has begun will be resolved in violent clashes on the streets.
The more the union bureaucracy subjects the working class to the social deal, the more the government strengthens and the more social base is gained by the opposition and the oligarchy in the impoverished middle classes, to which the workers, due to the betrayal of the bureaucracy, cannot offer any way out against the government and big capital that ruins them, as they did, for example, in 2001 against (president) De la Rúa and the bankers.
Meanwhile, the different capitalist gangs dispute their business among themselves inch by inch, seeking to gain positions in the state judicial apparatus, to legitimize their robberies and swindles against workers and the nation. The fight "for the court" and "for the judges" in the judiciary that we could see these days, is but the battle among capitalist pirates each one putting their own men in one of the institutions par excellence of the dictatorship of capital, whose objective is to defend manumilitari the property of all capitalists before the masses. Well, ultimately, there it will be defined what fraction of the bourgeoisie and imperialism, as the head of them all, will remain with most of the national wealth produced by
Today judges are put on and taken off like pairs of shoes: they are the bourgeois gangs fighting for their business. But when it comes to defending the property of the capitalists, sending the police to beat down the workers in struggle, to prosecute thousands of them, there is not a millimeter of crack in that caste, one of the most reactionary and counterrevolutionary within the fierce dictatorship of capital.
The "Group of 6", i. e. the scourge and parasites of the Rural Society, the UIA (Factory bosses' association), the construction employers' association, the Stock Exchange, the Chamber of Commerce and the Bank Associations, is which adjusts, together with the IMF, the noose around the neck of the workers. And while their gangs fight for business, they together discuss how best to defeat the working class. Any of the outcomes imposed by those above will be on the bones of the workers. The working class must defeat the social deal and the union bureaucracy to break independently against the government and imperialism and against all the institutions of this rotten regime of the arch-reactionary and gorilla Constitution of 1853-1994, which covers up the fiercest dictatorship of capital against the exploited masses. Only in this way will it be possible to win over the most ruined layers of the middle classes to weld the working-class and popular alliance as in 2001 and deal hard blows, in the streets, to the rich middle classes and the oligarchic reaction, which sooner or later will lead the fascists, as the union bureaucracy always does, in the face of the next decisive leaps in the class struggle in Argentina.
We must unite the ranks of the workers, both the employed and the unemployed ...
Out with the union bureaucracy!
We must end the tearing of the workers' ranks imposed by the murderous bureaucracy that has endorsed the lay-offs and the picket bureaucracy that leads the unemployed to beg some alms from the ministries. Lost wages will not be recovered; suspensions and dismissals will not be stopped; decent work or housing will not be found for everyone; It will not even be possible to eat unless the working class does manage to unify its ranks, which were torn apart by the betrayal of the union bureaucracy and all the treacherous leaderships, which allowed the bourgeoisie to throw its crisis, and even the pandemic and COVID-19, on the workers.
75% of the working class is unregistered, laid-off, suspended or openly long unemployed. Unemployment reaches 23% already, 2 points above the existing one under the 2001 crash conditions; 9 million workers without income signed up in the IFE to receive just a few coins, of which only a part received them, each two months. In the face of the COVID-19 pandemic, workers are infected and die like animals in prison factories, where those who remain working must do the work of the sick. Slave-owner and murderous bosses!
The capitalists and imperialism have thrown a "new 2001" on the workers. That is what the social deal is about, to hand over a maquiladora Argentina to the capitalists and imperialism, with even "hot bed" factories (that is, a closed sweatshop where the workers live in, and some shifts sleep/eat while other work and viceversa, without going out or resting properly, NT), where the production of the capitalists can be suspended or dismissed as needed. Otherwise what are they but the factories that suspend large batches of their workers with salary reduction, imposed by the traitors and scabs of the union bureaucracy of the CGT and the CTA? What is it called but the regime by which the not-suspended workers replace the suspended ones doing 3 times their work, if it is not an open labor flexibility? Likewise, chronic and structural unemployment is here to stay.
All those who, like the trade union bureaucracy or the reformist left, have been proclaiming that in this rotten and decomposing capitalist system the working class can raise its standard of living and improve its current situation, have been exposed as vile liars, cover-ups of the "Goodness" of a Capital that can no longer even feed millions of its slaves, and deserves to die.
The leaderships prepared the worst conditions for the working class to stop such an attack. Reopening the road to the unity of the workers' ranks can only be achieved by uniting the struggle of the unemployed, the unregistered and casual workers and the unionized ones. There is no other way. This is how the working class responded in 2001, with the method of the sit-in strike, the picket line and the general strike, which defined the unity of those below and shook and made the government and the regime of those above tremble.
A great fight must be prepared, starting by uniting those who are already fighting
We need to conquer a revolutionary program in order to reunify the workers' ranks
The fight of the employed workers against suspensions and layoffs and the fight of the unemployed for decent work must be the same demand and a single fight for all the workers. The unemployed worker will see increasingly less possible to get a job if the stream of layoffs and suspensions in all factories and establishments in the country continues. The fight against unemployment, then, is a fight of the entire working class.
This struggle will bear fruit and gain enormous strength if the unemployed movement breaks the containment dam imposed on it by the “piquetera” bureaucracies, which only take their struggle and their energy to press, as we have already said, for bags of food. The church, the neo-Stalinist currents and some of those who call themselves socialists, only put the unemployed workers to press for a kilo of rice and a miserable portion in the soup-kitchens and community dining rooms. The unemployed are the working class!
The unionized and registered workers, in this Argentina maquila that is being imposed, will no longer be able to survive as such without losing their collective contract agreements, increasing production rates and with thousands in the unemployed ranks. The fight against flexibility and job insecurity, against suspensions and dismissals, has a great ally in the piquetero movement to defeat the social deal and demolish the tombstones the union bureaucracy, true internal police within the labor movement, puts on their fight.
It is about putting the piquetero movement back on its feet, to march for decent work, taking in their hands the demands of "Nationalization without pay and under the control of the workers of any company that closes, suspends or lays off! ”,“No more suspensions or layoffs! ”,“ Reduction in working hours; one more shift in all factories and companies, so that all available hands start to produce!". Thus it will be possible to unite with the occupied workers.
Against the high cost of living, against hunger and misery, the demand of the working class cannot be other than a basic salary of $ 75,000 monthly as the Oil-mill workers have achieved, indexed according to inflation, for all, employed and unemployed workers. Let the capitalists pay for the crisis! This crisis is theirs! They provoked it!
Money abounds. Argentina had only US $ 7 billion of foreign debt in 1975 and has already paid off a debt contracted by the capitalists and the oligarchy during the dictatorship and under this infamous regime of democracy for the rich, a whopping amount of US $ 600 billion. This is what the usurious parasites of Wall Street and the IMF took away from us.
The country has been indebted by US $ 300 billion more. But this is nothing. US $ 400 billion was fled by the capitalists and the rich middle classes of Argentina, from all the gangs on both sides of the "rift"(the division between both sectors of the bourgeoisie mentioned above).Enough already! Enough of keeping parasites! We must break with imperialism and the IMF and fight back the exploiters, retaking the path of the 1969 Cordobazo, of 2001, preparing every day, from the resistance, the victorious "Argentinazo", fighting for food, for life and for a piece of decent land to have a roof. A decisivefightmust be prepared.
From the unemployed workers who fight for housing in Guernica and throughout the country, from the picketers in the North of Salta who fight for work and medical attention so as not to die, together with the health workers, the teachers and the state workers of Chubut, and all the sectors in struggle, the National Assembly of Employed and Unemployed Workers must be called on again, under the 21 points program of the Piqueteros del Norte de Salta (the militant organization of unemployed asking for jobs in Northern Salta, NT) of 2001, for decent work and all our demands, against the union and picket line bureaucracies that divide us.
For unitary self-defense committees to face the eviction of the “tomas”(land take-overs) and the repression!
Down with the social pact!
Sadly, the parliamentary policy of the FIT-U is the opposite of this. Unions retaken from the bureaucracy, combative piqueteros movements, etc., could be levers in the service of unifying the workers' ranks to break the social deal and expel the bureaucracy with the methods of struggle of the working class.
But the FIT-U parties do not set up a program to unite even the fringes of the occupied and unemployed working class that they themselves organize. In 2003, the subway workers conquered the 6 hours of work by jumping on the tracks and with the unemployed movement cutting off the ticket offices. This is how Zanon (shuttered factory) was recovered, with the workers taking over the factory and the unemployed going to work there, with one more shift.
In 2001 a milestone of the revolutionary program was won to unite the working class ranks. We have to start from there. We must return to that course. Unfortunately, the parliamentary left hinders it at the national level, putting the union tickets it controls and the sections of the unions it directs as appendages and collaterals of its party apparatuses, to strengthen the latter and transform the struggles of the workers' vanguard into pressure struggles, to get votes and seats in the elections. Thatcannot be theway.
In the current crisis, where every margin for class conciliation has been exhausted, so will reformism, which at every step is sawing the branch where it is settled.
The FIT-U has just held a "Latin American and United States Conference", which turned out to be but a meeting of the different opportunist and centrist currents that comprise it. No unified or concrete struggle of the Americas' working class emerged from there, though the all-Americas' working class fights daily on the barricades of Chile, on the streets of Colombia, and in the heart of the imperialist beast in the United States.
That videoconference ended, the folders were closed and each one went to find his/her ally in the so-called “New Left”, to subject the left wing of the world working class to the bourgeois left variants of the “New Progressive International”. They all ended up hanging from the Sanders, the Corbyns, etc., and embracing each other in Havana, in a reconciliation deal with Stalinism, as happened in May 2019.
The Argentine and Latin American working class seek to get out of the defensive phase to which they were led by the betrayal of their leadership, with the bourgeoisie throwing its entire crisis at them. Under the current conditions, a new offensive by the Latin American masses is in the works, similar to that in 2019, which put the working class of the subcontinent at the forefront of the struggle of the world working class. That is the way to recover. That is where the current combats of the resistance of the Argentine working class are aiming.
US working class is a long way from leaving the streets. The police stations are still burning. Day by day the street clashes with the fascist gangs of white supremacists intensify. The entire so-called New Left of Stalinists and renegades of Trotskyism had rushed out to embrace Sanders and get under his lap. They all went to support Biden. They had nothing to do with the awakening and the revolutionary struggle of the masses and the black people of the United States. The objective conditions are no longer suitable for reformism. Social peace is shattered. Either the bourgeoisie breaks it at every step, throwing the crisis at the masses, or the latter are advancing to revolutionary offensives.
It is quite clear that the decisive crisis of the masses is that of their leadership. At the time of such a capitalist catastrophe, all the fighting institutions that the masses set up collapse on their shoulders or are useless to fight. A new revolutionary regrouping of the workers ranks is the task of the moment. From DemocraciaObrera, adherent to the FLTI, we will put all our efforts to conquer it.
The immediate combat is none other than expropriating the expropriators, the bankers, the capitalists and the transnationals without compensation. We must fight every day for the socialist revolution and with its methods. Only in this way will we be able to stop the current attack and even achieve partial conquests, which will only be possible to maintain if the working class takes power.
ARGENTINA WILL BE EITHER SOCIALIST
OR A COLONY OF WALL STREET
