This debate has been written and developed by POI-CI of Chile, member of the FLTI-Collective for the IV International. This work is a respond to small appendixes of Stalinism that by hugging the Stalinist theory and program have opened a debate with Trotskyists.

Presentation

The document we present here does not have the aim to discuss with two small “Collectives” recently founded, called “Permanent Revolution-Strike Committee” for their political importance. Even less, we will discuss with them for their influence or leading role to layers of the vanguard neither we will discuss with them seriousness and consistence of their programmatic positions, which are nulls.  They are characterized by the eclecticism and cut-pasting pseudo Trotskyist positions to support the typically Stalinist strategy.
We will discuss with these “Collectives” that even they try to disuised with pseudo Trotskyist disguised, they are armed programattic and theoretically by Stalinism. They are part of a Stalinist “left”, to the left of the official Chilean CP. This one got into the Concentration for the next elections and, totally without prestige for the masses, therefore they need someone who play the role of the CP, as it cannot play it anymore: to be a supported leg pf the military-regime outside the fake parliament, able to content from outside it the revolutionary fight of the Chilean masses.  For that reason a new group the Stalinist forces, to the left of the CP, is set up.
With this Stalinist "left" and their bosses is stated a debate that divides and historically has divided the world labor movement, between reform and revolution, that is, between proletarian internationalism on the one hand, and the "national socialism" on the other. We are in a discussion, among other things, between internationalist Trotskyism and national Stalinism. Trotskyists are not going to allow that camouflaged Stalinist want to accentuate the policy of submission to the bourgeoisie imposed by the world proletariat treacherous leaderships country per country.
These "Collective" in a couple of newsletters, have left nothing of the revolutionary Marxism and the legacy of the Fourth International. They went with the needed spark to burn the barn, for set t on fire and left no trace of a revolutionary strategy. We will not allow it. That paves the way for revisionism and opportunism try not to leave one stone on the revolutionary movement in Chile.
This is not new, this tragedy has already happened. These "Collectives" are retracing the steps of those who buried the Chilean Trotskyism, which under the leadership of Pablism, wh liquidated the Fourth International in '65, with Valenzuela leading, joined the ranks of MIR and the Castro regime, giving up the task of building a revolutionary party of the Fourth International in Chile. That was paid by the Chilean working class in the revolution of the '70s, and also the international revolutionary movement.
The militants of the Fourth International will not let that happen again. Neither the POI-CI, nor the clean banners of the Fourth International are for sale, nor at the used of any alchemy thsat submit the revolutionary program to reformism. Just reformism stands and expires if there is no trace of revolutionary Marxism.
The treacherous leadership incessantly seek in every fight that starts, the working class to start from scratch. The attack of the "Collective" against Marxism is about that.

 

We consider this debate with these "Collective" a flyer they released on April 13, 2013 and two small newsletters, one in March 2013, and the other in May 2013. There is a popular saying: "the lame had to see him walk."  It is clear the road taken by the cripple.
It is time that this discussion is settled down against so many libel and slander against Trotskyism and its program facing the Chilean and international working class. We reaffirm that we will not allow dirty neo-Stalinist current get dirty the theory and clean program of Trotskyism to place them at the feet of Stalinism.

 All the ones who struggle to refund the Fourth International know ahead we have a decisive fight: give again to the international vanguard an internationalist revolutionary program and strategy which without it will be impossible the working class liberation.
Those who fight to re-found the Fourth International are more than international organizers of our own working class and the world working class. That is our fight, and only from this daily revolutionary struggle Marxism can lead the masses to take power to be at the forefront of the fight against the bourgeoisie of their own countries. Sects "National Socialists", with their leaders of Stalinism and social democracy, seek only to submit the proletariat to their own bourgeoisie.

Neo Stalinist “Collectives” have already used a method of slanders and Stalinist incidents to run away from the political fight.

These neo-stalinist “Collectives” present themselves as a split from POI-CI. But a Stalinist program and theory never can be a split from Trotskyists. In any case, they are an appendix detached from CP to confuse the Chilean worker and youth vanguard. For that reason, we will discuss with this group since by doing so, we know, we will discuss with the entire pro-Stalinist Chilean left from the MIR, FEL, and even to the PTR- one more pro Stalinist sect. they are setting up a single party that as we have said, try to present Stalinism putting on a “silk” apparel before the masses’ eyes.
Besides that, they accuse Trotskyists of expelling them from POI-CI when before the worker vanguard they have always been a Stalinist “collective” trying to speak on our behalf, as we will prove here. Today, they issue bulletins and don´t say that comrades of the FLTI and POI-CI have died in Syria and are fighting in Libya and the tormented Palestine. How can they belong to PO-CI? What are they talking about? They are not believable. They don’t take as theirs the fight of the Brigade León Sedov (member of the FLTI). A Brigade that as the internationalists carried out in the ‘30s in the Spain Civil war, today fights in Syria, where all the counterrevolutionary forces at world wide level have been concentrated to smash the revolution and punish the world proletariat. It was usual on the part of Stalinism against Trotskyism in the ´30s, that is, to fabricate “twin” groups, “twin collectives”, to bring us their Stalinist friends to fill the Trotskyist organizations. It will not be possible with us.
They came to expel Trotskyists from the Fourth International and our party. They were not able to do so, they will not beat us. They ran quickly not because they were expelled from POI-CI (when they were terrified at the political fight) but for the Stalinist bosses told them their function was needed in another place: in CELAC and then, Valparaíso and they went there quickly. Last year, as this year, they also were present in Valparaíso promising loyalty to Vallejos (leader of CONFECH and the Communist Youth of the Chilean CP). Thus, they must discuss with her every problem of internal democracy in their party, that is, the CP.
The attempt to pretend to show their positions couldn´t be debated inside POI-CI, in fact, is rather implausible. These people ran away politically from every debate when they were discovered as a pro Stalinist group due to their political and programmatic positions.  What shows their Stalinist character to such a high degree is that they even say they were chased with police methods. It is a bad taste provocation. This is not Trotskyism. Our current educated in Marxism never would think of mixing these kinds of moral accusations. Moreover, we were persecuted, attacked, and gave away for defending those principles. Those moral accusations taken from the Stalinist sewer are normal for the rotten world of Stalinism but Trotskyists knows what it is about. Trotsky was accused of being agent of the Micado and Hitler; and Stalin launched an international campaign to create the conditions to stick a pickaxe into his head and end his life, as he had already done before against the vast majority of the leaders of the Bolshevik Party and leaders of the October Revolution in 1917.
Such accusations work as tracers so then, the enemy´s missile comes and can impact. What does it mean? If POI-CI has “police methods” and is attacked by the State: Who would defend them? If according to these “Collectives” they are “policemen”? Justly, the “tracers” are about it: they place the target for the enemy, while at the same time, isolate the slandered group from masses. If our current has “police methods” as the “Collectives” affirm, it would be alright to massacre their fighters in Syria since they “are police”. If not, what is the meaning of “police methods”? The dry submarine and torture? To sell out fighters to the red pacos in the demonstrations? What are these people talking about? This is a provocation typical of Stalinism and corrupted union bureaucracies. For that reason, to discuss with these “Collectives” and all their Stalinist chiefs, we will do it blocking our noses. They complain about the “apparatus structural” fight but the only “apparatus” they confront is the one of Trotskyism and the IV International.  
We know such despicable method. It is the same method used by the WSF’s leaderships accusing the revolutionary masses of Syria and Libya of being “NATO’s agents” to guarantee to isolate masses from the world working class and thus, Al Assad can massacre. It is already happened in Vietnam against Trotskyism at the end of the 2WW where Stalinism by slandering Trotskyism massacred more than a thousand of leaders who confronted the French-English invasion in that country.
This method was also used by Chukaku-Ha in Japan. A hochiminist-stalinist faction by denouncing revolutionary Marxists of having “police methods” killed more than 100 revolutionary militants during ‘70s and ‘80s.
We will not miss this great possibility to educate the world proletariat’s vanguard in what internationalism is. Welcome to this debate against this provocation. As Lenin would say, “the working class must know the programs of the groups that want to lead them”. Shed light, light and more light on it. Stalinism must know that Trotskyists know what the vile methods are about. Since at the same way that the “Collectives” ran away from any debate, now they try to create a smokescreen so that their political positions cannot be unmasked before the Chilean worker and youth vanguard as they are: an appendix of the Chilean and world Stalinism. They will not silence us because they are the spearhead of a united party of the Chilean Stalinist left preparing new frauds and fences against the masses of Chile to strangle their fights. These spiteful, resentful ones were unable to win even one militant of POI-CI. Without doubt they will be given a reprimand by their bosses.
We know that the Stalinism, their henchmen and groups of villagers are seethe with anger for our combat side by side the revolutionary worker masses of Egypt, Syria, Libya and Tunis and against the Zionist State of occupation of Israel sustained by all the Stalinist current in the world, and founded by them in 1948 together with UN to occupy the Palestine nation. They know we confront openly the millionaire business of the new Cuban castrist bourgeoisie restoring capitalism on the island and dismissed like dogs 500 thousand of Cuban workers who earn a salary of 18 dollars per month. 
To finish this presentation we want to dedicate this polemic and political fight against petty-bourgeois nationalism trying to poison the Chilean worker class and youth’s consciousness to the Libyan internationalist fighter Abu Nur who went to fight side by side their class brothers and sisters of Syria against the jackal Al Assad. He knew that in Syria it was under risk the future of the Libyan, Maghreb and Middle East working class. It is a militant sample of the internationalist revolutionary youth that has nothing to do with those groups extension of Stalinism. The ranks of the internationalist Marxism of the FLTI-Collective for the IV International are composed of such flesh and blood.
The location of such “collectives” as regards Stalinism is already public. Recently, on May 21, they swore loyalty to the Single party of the Stalinist left in Valparaíso. That is, in the same place where last year the worker and student bureaucracy sold out once again the fighting organizations’ leadership to Stalinism. It was done for they can disorganize and demoralize the worker and youth vanguard that have made Chile shaken for years. 
It’s crystal clear we are facing a Stalinism’s appendix. Trying to hide this fact means to want to hide a three-ton-elephant behind a tree.

These "Collectives" at the feet of the bureaucracy of the CUT and student movement to close the road to the general strike

When in Chile, weeks ago, a dockworkers national strike intensified, it took 18 days long, the "Collectives" refused, as Stalinism and the bureaucracy of the CUT usually do, to raise the workers’ battle- cry against slavery -that paralyzed much of the exports and imports of Chile-in the sense of generalizing it as a demand of all Chilean labor movement imposing the general strike. During 18 days of strike they never called for a General Strike, even in solidarity! That struggle would have opened again the way to retake the struggle for free education and get copper for Chilean people.
In the latest edition of their pasquinades, these "collectives" call to keep the struggles divided, while "raise a unique statement of demands is for a later period, advancing thus in getting a strike pressing the CUT."
Now they call "the unemployed workers to take in their hands the strike of June 11 that every year anecdotally calls the CUT bureaucracy. But the conditions for an active general strike, ie "The General Strike" are the worst, because of the treacherous leadership’s responsibility. They didn’t permit this possibility during workers and students offensive in April-May this year.
In April we saw a day after dockworkers strike ended, with a partial triumph, a sector of the miners, went on strike. The next day, massive student demonstrations shocked Chile. The general strike was at the order of the day, to reopen the way, with street fighting, to defeat  the exploiter and repressive government of Piñera(as it was raised in 2011/2012 and it was betrayed by bureaucracies of the CUT and the student movement).
Bureaucracies of the CUT and the student movement refused to promote this generalized and centralized action of the exploited masses. Moreover, they devoted to divide, in the space of a week and days, those battles, even when forest workers also entered the fight, plus hundreds of disputes to the length and breadth of Chile. They took good care that they cannot all match in the same day. This would have shown that the conditions for a general strike were much more mature: IT WAS THE GENERAL STRIKE! The bureaucracy of the CUT, those quarterbacks of thousands defeats of Chilean labor movement, betrayed the fight.
The "Collectives" raise, harp on and insist in their pasquinades on the fact it never occurred to the masses to make any "parallelism" against CUT. We will take the pending debts with this traitor program for the proletariat.
A Committee of students, copper miners, forest workers, poor peasants has and will have ONE MILLION TIMES MORE AUTHORITY AND REPRESENTATION WON IN THE FIGHT THAT ALL THE TREACHEROUS BUREAUCRACY OF THE CUT. We anticipate this issue that it will be developed in Part II of this document, because these "collectives" here outlined, have declared avowed enemies of setting up ANY ORGANISM OF SELF-DETERMINATION AND DIRECT DEMOCRACY OF THE MASSES.At this time when a mass political offensive against civilian-military regime has opened, these "Collectives" raise a true anti-Soviet unionist cretinism; enemies of direct democracy ignorant of all the laws of any state and the government of Pinochet's regime to regulate the functioning of trade unions and labor organizations.
For Trotskyism and revolutionary Marxism, in the beginning of all pre-revolutionary situation, who does not put in the center of its program and policy, the task of setting up self determination and direct democracy of the masses organisms, which break down the barriers among professions and unify the masses that enter the combat, it is a vile traitor who is not preparing the setting up of dual power organisms of the exploited masses so that the seized the power. The maxim of Marxism is the opposite these "collectives" present, for Marxists unions are organs of economic struggle for "peacetime" that organize only a tiny minority of the exploited masses, so at the present time these have to be subordinated to factory committees, fighting committees, picketing, regional and national coordinating committees of all who are fighting and not vice versa.
Anyone who has had the misfortune of encountering the reformist tangle of these pasquinades can verify their fight against "anti-CUT parallelism" is to defend it as good Musketeers of CUT's bureaucracy, what they really are. The last conclusion is that they do not prepare the socialist revolution, but only pressure union struggles to save the bourgeois state’s life.
A general strike, as it was proposed in 2011, 2012 and in the beginning of 2013, had been the starting point for a mass revolutionary offensive. This inevitably would become insurrectional strike in Chile that raises who really rules the country: the exploited people and their battles, or the exploiters with their regimes and infamous governments. Any centralized action and mass political struggle puts on the agenda, barricades, self-defense committees, self-organization committees by region and nationwide. What would this be but the industrial cordons of '70? We affirm that mass revolutionary struggle as that shook Chile in recent years, when youth entered combat together with a general strike no doubt would shake Chile from its foundations.
All the "left" of the Chilean CP are reformist and have 40 ° fever, bunglers with words. How do put this mass struggle as big as an ocean in the thimble of the bureaucracy of the CUT, which does not bring together more than 5% of the Chilean proletariat and even  remains divided and isolated in each factory ? As we shall see these "collectives" have the same position supported by Stalinism in the '70s: subordination of the Industrial Cordons to the bureaucracy of the CUT, accusing them of parallelism.
All Stalinism, the fake Trotskyists who act as their lackeys and these "collectives", appendages of Stalinism, refused to raise this immediate demand to unify the struggle of the working class and Chilean youth. Indeed, what was raised as immediate task was a coordinating committee of those who fight. But you cannot fight for a coalition of hundreds of thousands of workers and youth in struggle without imposing and conquer the general strike in Chile, in spite and against and with the head of the CUT´s treacherous bureaucracy.
So the slogan "General Strike" is not any agitation slogan in its action program. And they care a lot that young people and struggling masses in Chile do not know what their struggle is about and how to triumphit is precisely thiswhat the treacherous leaderships and these musketeers want to prevent. This is the role of the treacherous leaderships and these musketeers, to expropriate the masses’ fight and the conditions that can lead them to victory.
We are facing reformers with 40° fever, but reformers at last. Because How to open the way for the revolutionary struggle for the fall of the civilian-military regime without opening a generalized mass political struggle, which centralize a revolutionary strike, stirring up  a rebellion in the Chile of transnational companies from its foundations? Which is the combat against civilian-military regime, of the Coalition and the right, sheltered by the military party and its laws?
We must say the truth, the revolutionary general strike and the overthrow of CIVIL-MILITARY regime is inconceivable without the partition of the Armed Forces on which the regime is supported. So, YOU MUST FIGHT LIKE IN SYRIA AND LIBYA. We affirm nobody fights against civil-military regime to defeat it, and instead is preparing to enter the coalition, as the CP did if does not call to break the army and win the rank and file soldiers. There they are the children, cousins, boyfriends, brothers, of the ones who are fighting in the streets of Chile. In the '70s these soldiers were won by the Chilean right and is decisive for the exploited masses, for youth and the working class, if they want to overthrow the civilian-military regime, wining  the rank and file of the Army.
This is why from POI-CI all the times we called to conquer the General Strike, we also called to dissolve police, the Office of National Security, to all the intelligence service, to all the oppressive forces and to set up rank and file soldiers committees, for them to choose their bosses, to also fight for decent jobs and to send delegates to all struggling organizations of the masses.
Whoever doesn’t pose this program isn’t fighting to defeat the civic-military regime, is nothing but a fraudster. Further, III International stated that whoever didn’t work over the rank and file privates is a pacifist current and agent of the bourgeois state.
Here words are in excess. This “collectives: are doing an unique party to the left of the CP, so the last one can enter to the Concertation and move towards an unified government with Bushelet.
The time for the civic-military regime of TNCs and imperialism to put the “friendly” face to contain the Chilean masses is coming. That means the classic policy of Stalinism: popular front. They will want to submit the working class through the CP and SP to Christian Demcoracy. There will be Minister from the CP in the Cabinet of Bushe;e and the parties who gathered in Valparaiso on May 21st will negotiate with those Ministers. They will very careful that when negotiations start, they be held by Barbara Figuereo and the entire CUT bureaucracy.
What is really about this regroup of forces of neo-stalinist at the left of the CP? Of propelling a “militant 2013” or propelling that CP Deputies be part of the Parliament and their Ministers become part of Bushelet’s government? At least, what it is clear is that there will never be a revolutionary strike that prevents the masking the civic-military murderous regime.
As we will see in this document, the Chilean civic-military regime imposes that any movement be masses among the masses in Chile behind the CUT bureaucracy’s back, because in fact to “legalize” an action or demonstration of the working class and youth in the streets, there is a “request” –through the CUT bureaucracy- to the regime. And this people talks about “walking side by side with the experience of the Chilean working class”, when the only thing they walk side by side is the treacherous policy of the CUT bureaucracy.
As we will see bellow, for the “red” Stalinist left, the policy of “coordinating committee of those who fight” is to submit it to the leadership of CUT, and so nothing be out of the control of the bureaucracy hanging of the shirttails of the civic-military regime.
One of this two “Collectives” call itself, pompously, “Strike Committee”. This is an offense against the general strike, since, when it was posed, the group of the “Strike Committee” never fought for it.
A few weeks ago, as we mentioned before, bureaucracy divided the fights of the most concentrated batallions of the working class and the students, and led them to a dead end. They announced a general strike for June, they promise the biggest battle ever, but only with words. They are scare to death by the ghost of the revolution of the Industrial Cordons of the ‘70s.
These people may proclaim being whatever they want, call themselves as ever they want. But what they will never be are children and grandchildren of the heroic Industrial Cordons, as are the real children and grandchildren who are fighting today in the streets of Chile despite and against the “red paco (police)” and CUT bureaucracy.
As we have seen, these “Collectives” are obsessed with preventing “parallelism” against CUT during the fights. As if all the fights of the working class and youth of Chile aren’t despite and against the treacherous CUT bureaucracy! And when these bureaucracy leads the fights, as in the miners movement, there are tens of thousands dismissals, after the combats between workers and TNCs that plunder copper. Chilean youth have been fighting for years for the renationalization of copper without compensation and under worker control in order to have free education, they are fighting for the workers’ wage. This scab CUT bureaucracy, which decisive action called to organize and centralize the fight of the exploited?
Posing “out with collaborationist bureaucracy of the Pinochetist regime of CP and Christian Democracy of CUT”? Down with student bureaucracy of ACES who led high students to a dead end fighting school by school and dividing them from the university students? Out with “red pacos” from the universities, who took down the fight to “ask for different fees, abandoning the fight for free education by conquering the renationalization without compensation of copper and under worker control? Never. Whoever was unlucky enough of reading the wall posters of these “Collectives” will see that those slogan aren’t anywhere. Not even in their principle statements. Their principle is never defeating treacherous leaderships, they are part of them. How can they call to defeat themselves, the appendix of Stalinism? It is more and more clear that the “Collectives” are the spokepersons of scab and strikebreaker bureaucracy of CUT.
These “Collectives” were to Valparaiso on May 21st, where every year –in parallel to speech of Piñera to the Chilean Parliament- all left and bureaucracy of the student movement gather, to proclaim their “militant fight”. In the meeting held that day they mask as “r-r-r-rrred” to betray the working class and youth during the rest of the year. All those who met there just scabbed the fight for the general strike, blaming the “low socialist conscience” of the masses and their “divisions”. For we, the Trotskyists, the so called “low conscience” and “divisions” of the masses are due the betrayals of the Stalinist leadership and all those sects and groups on its side. All the “left” of Stalinism tries to bring Stalinism back to the barricades so they put their fire down, after workers and youth expelled them shouting “the red pacos are the dangerous ones” and “revolution is written without Y” (in allusion to the “Communist Youth”).
In this meeting held in Valparaiso, under the public leadership or CP’s back room, supported by MIR, FEL, a sect neo-gramscianian like PTR, swore doing “a militant 2013 as 2011”. This is nothing a big lie. How they pretend do a 2013 as 2011? With the general strike? With a national congress of rank and file delegates from the student and worker movement? With a call to smash TNCs and defeat Piñera? No, just “going back to a militant 2011”. That’s a shame. There was all student Chilean bureaucracy, showing that “red pacos” have squires and backers who defend them from the radicalized youth and taking them back to the barricades after the masses expelled them for being scabs.
PTR, the doormen of the “red pacos” in the assemblies and student organizations who open the doors so they come in, proposed doing an “united front of coordination of the entire Chilean left to call a 2013 as militant as 2011”.
There also appeared the “three musketeers” of these “Collectives” supporting and raising their hands “so the unity be complete to have a militant year”. And their program to coordinate the fights? Where was it? And the program of expropriate copper under workers’ control? None of that, since they say that there don’t have to be no “parallelism to the CUT”… but also Peña was there, the union bureaucracy of the outsourced workers of El Teniente, who openly does campaigns supporting Kaddafy and Al Assad and expel from the union anyone who wants to support the masses of Libya and Syria. Why didn’t they propose a congress of rank and file delegates to refound CUT from bottom to the top, to really have a militant 2013? In Valparaiso was crystal clear that these collectives “Collectives” are an appendix of Stalinism in Chile.
These “Collectives” can’t mask themselves as pseudo-Trotskyists. They clothe is too small for such a big body, and everyone can tell they are appendix of Stalinism. It has big hears, a trunk, it’s over a ton. It has four legs and a small tail. It is a pachyderm appendix of Stalinism!

Under orders of the WSF of Tunisia the Renegades of the Marxism close ranks to prevent the passage of the world proletariat to combat and regain its militant internationalism

These "Collectives" accuse POI-CI of "exercising an abstract internationalism and not a policy of concrete intervention specifically in the masses". It is a true fallacy of sects, which the only policy they have is to be champions of the Cuban proto-bourgeoisie in its restoring of capitalism, and servants of all the bureaucracies of the CUT and the student movement collaborating with the Chilean military-civilian regime.
As "Collectives", they participated in the CELAC, the den of bandits of the native bourgeoisie and imperialism to plunder Latin America, accompanying the decoration of the Castro brothers, who were appointed Chairmen of the meeting.
As it could not be otherwise, in their struggle against Trotskyism, sent by their Stalinist leadership, and to make merits in their career there, they have launched all kinds of abuses, revisionist artillery, amalgams and direct attacks against the militant internationalism of the world working class. Against the militant internationalism they have targeted their revisionism, just at the moment when Wall Street has ordered to subordinate every revolutionary process and every working-class struggle in each country, to their own bourgeoisie, to defeat these processes one by one, concentrating on them all the weaponry of the treacherous leaderships, because they do act in a centralized way to strangle the revolution. Like today we see in the Geneva Summit that Obama, the lackeys of Russia and China, representatives of the genocidal Al-Assad, and the FSA are choking the revolution from the inside.
We are going to argue, then, against the Chilean Stalinist Single Party, which is under Castro Bross and WSF’s orders, of which is also part Al-Assad, the genocidal butcher who is crushing the masses in Syria and Middle East. We will discuss with the thousand Stalinist leaders and cadres who concentrated in Valparaiso, to "convene a combative year of fight, as it was 2011", after having betrayed the struggles of 2011, 2012 and 2013, and also those along many decades ago.
In March they had already gathered at the World Social Forum in Tunisia, where they organized this meeting in Valparaiso. At that meeting of the WSF in Tunisia, under the command of Stalinism, the waste of the Renegades of Trotskyism, of the native lackey bourgeoisie, applauded Chavez, mourned the death of Khadafy and called to support Bashir al-Assad in his slaughtering the Syrian masses. In Valparaiso, all these same forces were attending, which in a centralized and disciplined way are applying this policy over the entire Chilean working class and youth. We are facing a sect that critics the "pamphleteer internationalism" fighters of the fourth international, while the "Collectives" hold and spread the same political positions of the yellow pamphlets with the "El Siglo" newspaper issued by the CP in Chile. They applaud today the brochures on the "left" which gathered on May 21 at Valparaiso, dedicated to isolate, divide and miscordinate the fights of the student movement, while they applaud Bashar al- Assad  and mourn Kadafy’s death.
In Chile two alternatives are looking eye to eye: Trotskyism vs Stalinism. On the one hand, Trotskyists and their fight for setting up the Revolutionary Party of the fourth international that unifies the Chilean working class at a global level with its class siblings of Latin America and the world proletariat for the victory of socialist revolution. On the other, the forces of Stalinism, which subject the Chilean working class to the Concertación (Agreement among all the Chilean bourgeois parties from the left to the right wings to alternate at the steering wheel of the Chilean state with the blessing of the Pinochetist military, N. T. ) of the PC and Ms Bushelet (former president and Defense Minister Bachelet, a Socialdemocrat-cum-SocialChristian ministries) and have surrounded the military regime to protect it and prevent it from being swept away by the revolutionary general strike and the beginning of the Chilean revolution.
That Bolshevism does not encroach in Chilean soil is a question of life and death for Stalinism; because only a revolutionary international current fighting for the fourth international, i.e., that fought with the Marxist theory and program, could and has been able to get revolutionary lessons from the Great Chilean revolution of the '70s. There is the work by the Trotskyists: "Revolution and counter-revolution in Chile", written in year 2000, about the lessons of the revolution of the ‘70, which is available to the reader and has recently been reissued.  This work by "abstract internationalists" (as Marxists are defined by this appendix of Stalinism), is the most concrete one on the concrete revolution in Chile. Reading that document anybody can draw the conclusions of how treacherous leaderships today still go on betraying specifically in Chile as they did in the ' 70s. Stalinism advocates want that only it may draw the lessons –albeit the counter-revolutionary ones- from the ‘70s’ events to continue the same policy of class collaboration that soaked the Chilean proletariat in bloodshed.
 As mentioned previously, before the workers vanguard, these "Collectives" were always an appendix of Stalinism, which tried to speak on our behalf. For this reason when the POI-CI edited the newspaper "El Cordonazo" and put on their feet revolutionary collective of workers and students, these "Collectives" wanted to bring us some "old" leaders of the industrial nodes, to lead them. Nothing happens by chance. They wanted to submit the Trotskyist movement and the Revolutionary Youth to the program and pseudo theory of "Bolivarian revolution" that those "old" leaders embodied... but they did not succeed.
The lessons from the Chilean revolution of the ' 70s also opened a waters boundary, and why not, a river of blood between Stalinism and Trotskyism. On one side there are those who fought and are still fighting for the armament and strengthening of “industrial nodes” (name for “soviets” in ‘70s’ Chile) with representatives of workers, poor peasants and rank and file soldiers, for crushing the beast Pinochet, and take power. And on the other side, social democracy and Stalinism, which while promising the "peaceful road to socialism", looking for "patriot" and "democratic" military, found Pinochet, whom they named as defence Minister of Allende's "people’s" Government, so then he could drown in blood the Chilean revolution. Our respective flags cannot be coupled.
Notice that the heroic revolutionary vanguard that fought there, its best elements, were crushed and persecuted by the counter-revolutionary coup of Pinochet. Precisely for this reason the masses, when conditions are open to a new revolution, have to start again without having been able to learn from the previous one. That is about the need of a revolutionary party, to not start again from zero with each revolution.
The bourgeoisie does not have this problem. It controls the State, their Governments, education. The children of their children, through the right to inheritance, know how their parents and grandparents have massacred the labor movement. It is a fallacy and a betrayal to speak of some specific bourgeois or military "accompanying the workers in their concrete fight". The reality is that the working class, in contrast to its class enemy, is always forced to fight from scratch and outside the lessons of its historical combat, so then these appendices of Stalinism blame the "backwardness of the masses". They are traitors!
The same is true -giving just another example, with the lessons of the tragedy of the Bolivian revolution of 1952, which with its militia and the dual power set in place the COB. All ended with the betrayal of its leadership which handed over the power to the bourgeoisie. It was a drama and a tragedy that cost unprecedented sufferings and whose consequences are still suffered by the Latin American proletariat.
The question about militant internationalism is the core of the debate, because they want to make believe, for example, that the anti-imperialist struggle of the Venezuelan masses -as is repeated by all talkative parrots of Chavezism-, began with the arrival of Chavez to power. But the internationalist Trotskyist of the FLTI have put things straight before the eyes of the working class in the Americas, against those who try to present the executioners of the working class (the "Bolibourgeosie") as its anti-imperialist allies.
As Marx said, "it is necessary to reveal the workers the secrets of international politics of the possessing classes". We will do justice: it was the Caracazo, with more than 2000 dead in the ' 90s which openly confronted the IMF and its plans of looting Latin America, while Chavezism was it denial, as a sector of the caste of murderous army officers that suppressed the Caracazo, hijacking and deviating the anti-imperialist combat of the masses, to use it and control it to barter with imperialism a slice of the business of the oil income, and ensuring the imperialist plundering of Venezuela.
Thus the existence of a world party is essential, because without an internationalist vision of the class struggle and without revolutionary lessons (drawn from past and simultaneous struggles all over the world, NR) no "national struggle" can succeed. This debate on internationalism, which is proposed in this document, boils down to that. Yes, these "Collectives" like to speak of a party “being needed” but what they speak about is a "national party". We will demonstrate that they refer to the CP or a variant of it, since in its program, the struggle to rebuild and put up again the Fourth International does not exist, or will exist, because it is not their party.
The Communist Party in Chile, the party of Corvalan and Tellier’s, betrayed awkwardly the heroic revolution of the industrial nodes in Chile. The same as in the ' 70s, its followers today denounce the industrial nodes for having had a "parallel" policy alongside the traitorous Stalinist bureaucrats of the CUT. These current agents of bureaucracy have taken from the dustbin of history these treacherous old policies of "let’s ban any parallelism to the CUT", to submit any organization of struggle of the masses to that rotten bureaucracy, which is the great supportive of the military-civilian regime and guarantor of the division within the ranks of the Chilean labor movement. To tell the truth the only one that makes parallelism against the labor movement and its struggles, along with the Government and the bourgeoisie, is the trade union bureaucracy of the CUT.

Once again on the unionist criticism of the opportunistic appendixes of the CP

With this program and this policy, the bureaucracy of the CUT in the ' 70s called to destroy the Cordones Industriales -“industrial nodes”- (the network of true soviets set up by the Chilean revolutionary proletariat in the ‘70s, N.T.) - real bodies of power of the armed workers - because they made "parallel" organizations to the bureaucracy of the CUT. What we can see now is the children of Corvalan (head of the Chilean CP in the ‘70s) and Castro’s party of the ' 70s, the traitors to the Chilean revolution. The "Collectives" are not the children of the industrial nodes.
We Trotskyist march with the flag of the fourth international and its program. As the Transitional Program says: "as a result, the sections of the fourth international must constantly make efforts, not only in renewing the top management of unions (something the "Collectives" have never posed NdeR) proposing brave and resolutely in the critical moments, militant leaders instead of routine officials and careerists, but also create in all cases possible independent organizations of combat to adapt more closely to the tasks of mass struggles against the bourgeois society.”
The Transitional Program still today goes on raising a matter that will take these people to the topmost of the obfuscations, along with their chiefs of the CUT trade union bureaucracy -and also the student bureaucracy. "NOT TO HESITATING, IF IT IS NECESSARY, EVEN BEFORE THE RUPTURE WITH CONSERVATIVE UNION APPARATUSES." IF IT'S CRIMINAL TO TURN AWAY FROM THE MASS ORGANIZATIONS TO FEED SECTARIAN SHEDS, IT IS NOT LESS SO TO PASSIVELY TOLERATE THE SUBORDINATION OF THE MASS REVOLUTIONARY MOVEMENT TO THE CONTROL OF OPENLY REACTIONARY, OR SECRETLY CONSERVATIVE BUREAUCRATIC CLIQUES (TAGGED AS “PROGRESSIVES”). "THE UNIONS ARE NOT ENDS IN THEMSELVES; THEY ARE NO MORE THAN MEDIA IN THE WAY OF THE PROLETARIAN REVOLUTION."

We Trotskyists, who have a Soviet strategy, of factory committees, workers and peasant councils, cannot be terrorized by the diatribes about “taking care of not setting up parallel bodies to the CUT", as the "Collectives” say with “admonishing fingers”. THESE ARE THE SAME POSITIONS OF THE CHILEAN CP IN THE ' 70S; THEY ARE CHILDREN OF CORVALAN, GLADYS MARIN AND THEIR CONTINUER TELLIER.
Our reader will see that the leader of the CUT in the '70s, Galvarino Escorza, posed the same argument as Bárbara Figueroa today, which these openly Stalinist "Collectives" repeat once and again for crushing, humiliating, kneeling down and embarrassing the best of the Chilean vanguard. Let's see what Galvarino Escorza, Stalinist leader of the CP said while proclaiming the pacifist and traitor slogan of "No to civil war". Escorza declared in an interview with the newspaper Chile Today N ° 61: "(...) it was raised very powerfully by Mir’s comrade Aguiló, who said no one could pretend having that Coordinator, (he refers to the Coordinator of the “industrial nodes”, NdeR) because that means making a parallel (organization) to the CUT. And in that we are completely in agreement." How much coincidence between Stalinism giving up to the bourgeoisie the revolution of the Industrial Nodes of yesterday, with this not less Stalinist "Collective" today!
In their materials, the "Collectives" “forget”, while insisting that “you can't make "parallel" bodies to CUT” bureaucracy, that in Chile other 3 parallel Union Centrals exist, so much bureaucratic and minority as the CUT.
These CP appendices are in the opposite barricade from the Industrial Belts and their leaders in the 70s, who without having read the Trotskyist Transitional Program waved it as an expression of life itself and their own experience. That’s what such infamy from these appendices of Stalinism against the Trotskyists from the POI-CI and the Fourth International is all about, so that thousands of anonymous revolutionaries say these truths in isolation and without a revolutionary party that regroups their forces. Armando Cruces, leader from the Vicuña Mackenna Belt, once said: “the Workers’ Unique Center of Chile is no longer a bulwark, and that’s why these seeds of popular power which are the Industrial Chains, essence of what the workers think, were born”. How much cleverness from this young leader of the Vicuña Mackenna Belt to identify the inner enemy of the working class! WELL DONE! THIS WAY, YES!
We must bury this filthy CUT bureaucracy and dig up the lessons left by the leaders that gave their lives for the Chilean revolution. The Chilean proletariat sets up at every battle new milestones of bulwarks of organization and struggle alongside the exploited youth. These “Collectives” know as their bosses that their fate is sealed unless the Industrial Belts, which are outlined in every combat, arise again. The fact is that these live in the program and the strategy of Trotskyism and the Fourth International.
We swear by our honor of revolutionaries that the new generations of the Chilean working class and youth will never forget the combats that the heroic workers of the Industrial Belts gave alone, against all the Stalinist scourge that lead them to the defeat and the worst of the massacres.
They know that we the Trotskyists know how Stalinism betrayed the revolution of the Industrial Belts in the 70s. They subdued the proletariat to the bourgeoisie and the pacific way to socialism in Chile. We know how they did it, as well, separating the struggle of the Chilean working class from the Argentinean, Bolivian, Peruvian revolutions, and from the North American workers’ movement that, revolted, guaranteed, together with the youth in the United States, the US defeat in Vietnam.
The Stalinism separated the working class in the Southern Cone, the factory occupations in Uruguay, the coordinating committees in Argentina, the Popular Assembly in Bolivia and the uprising of the revolutionary workers in Peru against Morales Bermúdez, from the Chilean revolution. They claimed that every revolutionary process in the Southern Cone had “particular characteristics”, that to pose the unity of the struggle in Argentina, Bolivia, Peru, etc., was “abstract internationalism”
When the Pinochet coup was starting in Chile, the largest mass action of the Argentinean working class in the streets of Buenos Aires in the 70s took place, with the cry: “Chilean brothers, don’t give in your flags, that here we are willing to cross the mountain range”. 400 thousand workers and youths from Argentina won the streets of the country. This broke the foundations of the bourgeois Peronist government. This struggle anticipated the revolutionary fight of 1975 against the Peronist government. But when this occurred, the CP had already prepared the conditions, long ago, for Pinochet to slaughter the Chilean working class. The tragedy is that, since its beginning, the struggle of the Chilean working class was shaped by Stalinism and in Argentina by the Peronist union bureaucracy, and in the vanguard both in Chile and Argentina by Castrism.
So after the proletariat was defeated, with the coups, coordinated by the CIA, of the murderous Latin American military men, the Latin American revolution drowned in blood. The ITT (“International Telephone and Telegraph”, US multinational company of telecommunications) organized the “Condor Operation”, whose battlefield was the entire Southern Cone in Latin America. As we will see in this document, to the despicable traitors of Stalinism and their students today, the battlefield wasn’t Latin America and the United States, where the Vietnam war was also combated, but the revolution country by country to keep them in national struggle “from the beginning”, as they claim, very impudently, these Stalinist chattering parrots from the “Collectives”.
That’s why between Trotskyism and Stalinism, and in this discussion between proletarian internationalism and national socialism, there is a river of blood.

A revolutionary internationalist strategy prepares the conditions for the victory. The foundation of the party of the Fourth International in Chile is the nightmare of reformism and Stalinism. But, whether they like it or not, the revolutionary youth and the brave Chilean working class have set up milestones of the program of the Fourth International.
“The dangerous cops are the red ones” is a great internationalist program of the Chilean working class and the youth. With this high level of consciousness, they open the way to solve the leadership crisis of the Chilean proletariat and youth. They put as a motion in the streets the renationalization of copper without payment and under worker control to conquer the free and public education. It was voted in the ACES the support to the revolutionary masses in Libya and Syria. They were fighting alongside the Zengakuren from Japan, who with over 10 thousand young men fenced the Chilean embassy in Tokyo, in support of the students prosecuted by the civic-military regime. In Chile huge flags were made in defense of the free and public education, so that it could travel across and unite the entire Latin America in a single fight. That’s how links of a program for the socialist revolution in Chile, that will be Latin American or will be nothing at all, were conquered.
Stalinism and their servants want no memory of this. So they found these pseudo-groups, these small sects for trapping fools, to be spokesmen of their positions, dressed up as “Trotskyists”.
In every combat, the Chilean working class and youth imposed strike committees, barricades, and tended to centralize their struggles, despite and against the CUT bureaucracy, which represents a very small minority of the Chilean workers’ movement –no more than a 3% or 4%- and whose forces only exist because of the sustenance given by the bourgeois state and its Pinochetist laws, with which they control the workers’ movement. These people call, with pompous programs, to make coordinating committees to subjugate them to the CUT bureaucracy.
The Stalinism surrounds the CUT bureaucracy and supports the civic-military regime. The Trotskyists, with the masses, want them down. The “Collectives” want to “go to the masses”, and end up with the CUT bureaucracy and the “red cops”.
That is the alternative between Trotskyism and Stalinism; Trotskyism opens the conditions for the victory and Stalinism prepares the milestones of the defeat.
The program of Stalinism is a reflection of the one dictated by Wall Street to its agents and servants of the WSF. The program of the Trotskyists in Chile isn’t but the reflection of the international program of the world proletariat, that is to say, the Transitional Program of the Fourth International.
Now it is time to separate the flags. The worker and youth vanguard must clearly distinguish between the program of the revolutionaries and the program of reformism.
