Speech by Milenka López

A fraternal, warm, and revolutionary salute to all those present at this international event, from the International Socialist Workers' League (LSTI) of Bolivia/Workers' Democracy.
This May Day, it is necessary to draw lessons for the new generations and for the new struggles that are underway in Bolivia and internationally.
In Bolivia, in 2019, imperialism first attempted to advance its policy of recolonizing its backyard, wielding the whip of fascism and spilling the blood of workers and peasants in Senkata and Sacaba. With the 2019 coup under Áñez, the Banzerist Armed Forces, acting under the orders of the OAS, the UN, and the Pentagon, while the coward bourgeoisie of Linera and Evo Morales of the MAS was flying to Mexico —demonstrating their cowardice in confronting the Media Luna  and the Banzerist officer caste— and the Camacho police tortured and murdered women in traditional skirts, showing  their “courage”- in attacking the exploited, the workers, and the peasants. That is a clear demonstration of the ñnational bourgeoisie’ cowardice g! It was the working-class and peasant masses who, facing the bullets head-on, confronted the coup with the cry of "Now it's civil war!", and got  it crushed.

As it was defeated and falling, this fascist attempt forced the bourgeoisie to bring the MAS/Arce back to power in 2020—a government of class collaboration, dressed up as “progressive” by the reformist left, to finish diverting and containing the struggle of the workers' and peasants' vanguard, who were launching a revolutionary offensive.
Relying on the co-optation of the traitorous bureaucracy of the COB (Bolivian Workers' Central Union), which yesterday supported Añez and the coup with a pacification pact alongside the MAS, then made a pact with Arce, tearing apart and dividing the ranks of the workers' and peasants' movement, subjecting it to its executioner —the MAS. Then, like a lemon squeezed dry by imperialism, the MAS bid farewell by unleashing a brutal economic blow, exorbitant price hikes, deepening the plans for starvation, and guaranteeing the plunder of natural resources—something the military coup had been unable to implement.
Thus, the Arce/MAS government  disintegrated itself, worn down and truly hated by the masses. These were the conditions that led to the collapse of the MAS's class-collaboration government, paving the way for the bourgeoisie of the eastern Bolivia fascist oligarchy, represented by Rodrigo Paz, to become a new agent of imperialism. The new Milei in Bolivia.

Within a week of Rodrigo Paz/Lara's inauguration, in a true Milei style, he launched a package of anti-worker measures, a brutal fuel price hike, and the selling out of Bolivian natural resources to transnational corporations, following the dictates of US imperialism, the IMF, and the World Bank. The working class and peasantry responded with an indefinite general strike, shouting "Bolivia is not for sale!" and "Out with Rodrigo Paz!" So they threatened to overthrow the government and its plans to sell the nation out, in an anti-imperialist struggle. But this uprising was once more sold out by the bureaucratic leadership of the COB in a pact with the pro-US imperialism government, against the insurgent masses.

What Bolivia demonstrates is that the only class that defends the nation against the US imperialists’ colonization plans, and confronts fascism, is the insurgent workers' and peasants' alliance. That's how we crushed Camacho and all the fascist coup plotters of the de facto government—that's how we must fight! These are the forces to stop imperialism. While everyone else, including the reformist left, wants to confront the so-called right-wing or far-right governments with flowers, votes in bourgeois elections, or petitions, the Bolivian working class has shown how to confront them: with the cry of "Bolivia will not be silenced!" Meanwhile, the sham governments, falsely called "progressive," like the MAS and other Bolivarian ones... they are all like Delcy from Venezuela, clinging to Trump's coattails. They have been brave enough to repress the workers but cowardly when it comes to confronting imperialism. They are the ones who pave the way for imperialism and its Bonapartist or fascist agents.

Once again, the working class is rising up, re-establishing its alliance with the impoverished peasants arriving in La Paz. Yesterday, May Day,  from the grassroots level, they forced the COB (Bolivian Workers' Union) to call an indefinite general strike. Make no mistake, the government and the COB will work to conspire and disorganize the struggle, which we mustn’t allow. Right now, the march by poor peasants and indigenous people that departed a week ago from the east is arriving in the capital, along with the rank and file factory workers, miners, and housewives' committees. They are concentrating in the city of La Paz once again. The call is being made, and there are the forces, for the power of the workers and peasants to emerge. Let the miners' dynamite return... the dynamite that everyone hid, because there is no power without the armed masses!

The fight for a revolutionary leadership of the COB, for coordination and self-defense committees by region and department, is becoming urgent. This would guarantee a general strike until the government and its imperialist-dictated attack are defeated.
On the eve of May Day, the high command of the US Southern Command, General Philip J. Ryan, was in Bolivia. He met with the government of Rodrigo Paz and the Banzerista Armed Forces. Likewise, the Minister of Government, Marco Antonio, met with the Israeli ambassador, representing the genocidal regime against the Palestinian people, to discuss "security, cooperation, and the exchange of experiences." There is no doubt that this will be used against the working class. Before it's too late, to prevent the streets from running red with blood as in Senkata and Sacaba in 2019, we must establish Self-Defense Committees, aimed at setting up the workers' and peasants' militia as in 1952. Bring back the miners' dynamite! Fascism not to be debated with! It is to be crushed!

The Bolivian workers' movement demonstrated how to fight the army and the right wing, fascism: with dynamite! Therefore: Bring the dynamite of the miners back, which the traitors of the COB bureaucracy and their reformist left-wing supporters have hid! The true anti-fascist front is the workers' and peasants' alliance, wielding the revolution with the COB of '52 and its workers' Therefore: Bring the dynamite of the miners back, which the traitors of the COB bureaucracy and their reformist left-wing supporters have hid! And peasants' militias too, to defeat and smash the Banzerista generals and the fascists as Camacho, etc., who are trying to raise their ugly heads again!
It has turned urgent to form self-defense committees aimed at setting up the workers' and peasants' militias, to return to the path of revolution as in 2003-2005 and its anti-imperialist cry that made the imperialist parasites and their transnational corporations and fascist oligarchy tremble: “Out with the gringos! Rifle and shrapnel, Bolivia will not shut up! Now, YES, it's a civil war!” There is no other way out but to set up the power of the people against the power of those above, with a workers' and peasants' government wielding the workers' and socialist revolution.

The struggle in Bolivia will be part of the struggle of the working class and peasants throughout Latin America to prevent it from becoming the backyard of US imperialism. It must be the vanguard, and for this, we must break the siege of those who want to put us at the feet of the "democratic” or “progressive" bourgeoisies—those cowardly national bourgeoisies—by extending the workers' and peasants' alliance in an anti-imperialist struggle throughout Latin America, and fighting alongside its best allies: the Hispanic and North American working classes un the US. This is how Cuba and Venezuela will be saved… by getting rid of the new bourgeoisie of the Communist Party, imperialism, and the “progringo-left”
