Hours after the betrayal of the pact between the Bolivian Workers Central Union (COB) leadership and the government, the government declared a state of emergency throughout the country, and deployed the Armed Forces and police on the streets…

We must recover the unity of workers and peasants!
After 50 days of revolutionary struggle by insurgent workers and peasants, which threatened to overthrow the government of the US imperialism and the IMF, as well as their plans to sell out the nation and plunder our natural resources… the leader of the COB (Bolivian Workers' Central Union), Mario Argollo, and other bureaucrats, ended up signing a “pacification” agreement with the government of Rodrigo Paz, a servant of the US imperialism, on Friday, June 19th. Following this, the COB issued a statement instructing “all confederations, national federations… and unaffiliated organizations, to immediately lift all roadblocks… throughout the national territory from this moment forward.”
And after signing the pact with the government, Mario Argollo of the COB said: “We are doing this so that blood is not shed. We don't want this to reach a state of emergency.” A few hours later, the government declared a 90-day state of emergency throughout Bolivia, ordering the unblocking of all highways by deploying the murderous police and the Banzerista Armed Forces. Argollo signed the "pacification" pact, and the Paz government, with its Banzerist Armed Forces, guaranteed it. An infamous pact to defeat the fighting masses.
This pact is the culmination of the COB leadership's treacherous role, since from May 1st onwards it has betrayed the strike it itself had called and for weeks worked to remove key sectors—miners and factory workers—from the mass struggle and the workers' and peasants' roadblocks through lies and sector-specific agreements. This led to their exhaustion and isolation, leaving the vanguard in El Alto and the poor peasantry completely exposed to the government's massacre under its state of emergency. Now, Argollo from the COB, with its infamous pact with Paz and the US imperialists, has completely shattered the worker-peasant alliance that was forged at the roadblocks and in the streets.
With this pact of betrayal, the COB bureaucracy, along with the pro-US government of Rodrigo Paz and the Armed Forces, forced the working class to renounce the demand of the masses in rebellion for “Out with Paz!” All they achieved was to subjugate the working-class base to the government, thus bringing the COB to its knees. They not only abandoned the peasants, the neighborhood councils, and the self-organized groups resisting the blockades to the mercy of government repression, but also left the working class, primarily miners and factory workers, in the hands of their oppressors. The points signed by Argollo are worthless, a deception. With the Paz government still in power, no worker or peasant demand will be met, because this government‘s purpose is not to address these demands but to subject the masses and the nation to plans of plunder and the surrender to US imperialism. For 90 days or more, with the worker-peasant alliance broken, the government will try to remove the exploited people of El Alto and the resisting peasants from the streets, through a bloodshed if necessary, before going after all the gains of the working class. With the new gas price hike looming, it will decimate wages and impose hunger, selling out state-owned mining and all public companies, as well as the land and the nation, to transnational corporations, the IMF, and US imperialism... But, furthermore, being established the state of emergency, what worker will be able to go out and fight for their demands, even the most basic ones, as the armed forces are deployed in the streets and in the mines?
We insist, if the struggle is taken off the streets, the government will then go after the Huanuni and Colquiri mines, but they won't just go there with the “cooperatives” (prívate) members; the will go with the transnational corporations to "invest" in order to plunder and privatize the entire mining sector. They will open up imports, factories will close, and thousands of factory workers will be left jobless.
The COB leadership's pact with the murderous government is a deception. There will be no wages, no bread, no state mining, no land, nothing for the masses in a country run by US imperialism and which must repay billions of dollars in debts, even more so with the agreement Paz will sign with the IMF.
Therefore, it is urgent to call on the rank and file to reject the COB's treacherous agreement, which places the working class —surrendered and bound hand and foot to the capitalists—, at the feet of this most subservient government in Bolivian history.
That is why we must settle up from the grassroots assemblies of miners, factory workers, and all workers: We must expel the sellout leaders of the COB and other workers' organizations who made a pact with the government to sell the nation out and repress workers, self-organized neighbors, and poor peasants!
Various organizations have already spoken out, rejecting and denouncing the COB's betrayal and Argollo’s agreement with the government, and calling for unity, such as the Unified Syndical Confederation of Peasant Workers of Bolivia (CSUTCB) and the District 8 Blockade Committee…
We must defeat the COB's pact of surrender with the murderous government of Paz, which is sustained by the police and the Banzerist officer caste under the command of the US imperialism!
We must regroup our forces in revolutionary El Alto: from the grassroots, it is urgent to call for the broadest national unity of all Bolivian workers and peasants. Forward to the worker-peasant alliance!
FOR A NATIONAL COORDINATING COMMITTEE OF THE BLOCKADES, GRASSROOTS DELEGATES FROM THE UNIONS AND THE PEASANT MOVEMENT!
Let the fighting grassroots decide, not the traitorous leaders!
The people in struggle have already decided: No dialogue! Out with Paz! Bolivia is not for sale!
The workers and peasants in struggle should not be left unarmed and at the mercy of the repression and persecution of the damned police, the Armed Forces, and a certain massacre perpetrated by imperialism and the government!
We must go to the barracks and call on the rank and file to arrest all the fascist and Banzerista officers who order the killing of the people! Rank and ile soldiers must also establish their Committees! Long live the revolutionary COB of 1952 with its workers' and peasants' militias, and its committees of rank and file soldiers!
Trial and punishment for the murderers of the people! Disband the repressive police! Freedom now for all prisoners for fighting!
