As the revolutionary struggle of workers and peasants enters its 43rd day, the leaders of the COD in Chuquisaca and Santa Cruz have openly sabotaged the strike called by the COB, a strike that COB’s Argollo also had failed to guarantee. And now…

The leaders of the COD in Cochabamba are seeking dialogue with the murderous, pro-US government of Rodrigo Paz and a temporary suspension of the mobilizations

There will be no negotiations over spilled blood or with hostages in prison! Enough of this collaborationist union bureaucracy that betrays the very strike they have called for!

Today, various assemblies of peasants from the Tupac Katari movement are taking place, along with an emergency assembly of the Miners' Federation. This morning, leaders of the Cochabamba Departmental Workers' Center (COD), including of the factory workers, met under the pretext of "requests from various sectors to engage in dialogue with the national government to pacify Bolivia." However, these same factory leaders have not heeded the COB's strike since day one and have been openly sabotaging it, as have the CODs of Chuquisaca and Santa Cruz, refusing to lift the slogan "Out with Rodrigo Paz!" They have thus prevented factory workers from joining the struggle and are now suffering harsh attacks from employers.

While the rank and file of poor peasants are beginning to question the leader of Tupac Katari, demanding proof that he hasn't sold out to the government, or if he had, to step aside. Meanwhile, Argollo of the COB (Bolivian Workers' Central Union) and some other leaders went into hiding and failed to organize or guarantee the general strike during these 43 days of revolutionary mass struggle—a strike they themselves had called for. Now, the COB leadership is proposing a "dialogue plan" to the government so they can negotiate and "let the rank and file decide whether to accept it or not." This comes after they spent all this time hiding the miners' dynamite and not halting production in factories or paralyzing private and state-owned mines, although it is crystal clear that the government's policy is to negotiate sector by sector, gradually breaking down and wearing down the struggle with repression, kidnapping leaders, and filling prisons with workers as hostages… the people have already decided: No dialogue! Out with Paz! Bolivia will not be sold!

With these leaders, we can't fight, much less win!
For grassroots assemblies to expel all the sellout leaders and rebuild the CODs, the CORs (regional worker centers), the Mining Federation… to put a revolutionary leadership at the head of the COB!
Enough of the collaborationist union bureaucracy!

From the union assemblies, the blockades, the town hall meetings of those who fight, we must establish a National Coordinating Committee to centralize the struggle and the path forward. In this way, those who are truly fighting will decide how to bring down the government, not the leaders who have been sabotaging the struggle.

While the government relies on the police and the armed forces, it will not hesitate to launch another fascist attack like the one in San Julián (Santa Cruz). That is why the working class must respond by building a revolutionary COB (Bolivian Workers' Central Union), as in 1952, with its workers' and peasants' militias, so that the miners' dynamite can be used to punish the fascist gangs and the police who arrest protesters with hooded undercover civilian groups that beat and torture the leaders of the blockades.

Disband the murderous police and the caste of army officers directed by the US Southern Command!
For the freedom of all arrested for fighting! We cannot fight with hostages in the jails of the murderous police!

Faced with the threat of a "state of exception," every rank-and-file soldier must arrest every officer who gives the order to kill the people!

We must build the power of those who fight:

FOR A NATIONAL COORDINATING CONGRESS OF WORKERS AND PEASANTS!... together with the Committees of rank-and-file soldiers, that will immediately impose the revolutionary General Strike until we overthrow Rodrigo Paz, the Media Luna (Half-moon Region, comprising Pando, Beni and Santa Cruz Departments, under the aegis of the Big landlords), and US imperialism! Out with the IMF!

To achieve our demands and for an emergency workers' plan to be voted on:

- To expel the gringos and the IMF, through the nationalization of the transnational corporations that are plundering Bolivia and the expulsion of their CEOs, as Trump is doing in the US with millions of migrant brothers and sisters.

- To nationalize, without compensation, private mines and those owned by “cooperative” owners; hydrocarbons, land, and banks under workers' control.

- OPEN THE ROAD TO THE WORKER-PEASANT ALLIANCE! Land for the poor peasant! We must recover the hectares that the Santa Cruz oligarchy stole in Bolivia.

From this Congress, we can call for the establishment of a provisional government of workers and peasants, built upon the ruins of that Banzerista officer caste, so that the former can fully meet each of our demands, such as breaking with imperialism and giving land to the poor peasants.

It's time! Rodrigo Paz must go, or Bolivia will become a colony, and its workers and peasants will be massacred and or doubly enslaved.
Out with the gringos, the IMF, and butcher Trump from Bolivia and all of  Latin America!
Bolivia will be a workers' and peasants' country, or a colony of  Wall Street!
